The new Public Contracts Code (Legislative Decree 36/2023) introduces BIM as a new tool to improve the efficiency, quality and sustainability of construction. Annex I.9 to the Code defines BIM as “a set of digital technologies supporting decision-making processes and the virtual modelling of an asset, able to integrate project information, with the aim of improving the quality, efficiency and sustainability of construction”.

Article 43(1) of the new Public Contracts Code makes the BIM process mandatory from 1 January 2025 for contracts worth more than one million euros.

In particular, it provides that:

from 1 January 2025, contracting authorities and granting bodies shall adopt digital information management methods and tools for construction for the design and construction of new works and for works on existing buildings with a tender base value above 1 million euros.

Annex I.9 also sets a series of minimum requirements that must be met for the use of BIM in public procurement. These requirements concern the training of operators, the technical specifications of the BIM model, the processes for acquiring and managing information and the quality checking of the BIM model.

The main benefits that BIM can bring to public procurement are:

Better construction quality: BIM makes it possible to identify and correct errors at the design stage, reducing the risk of defects in construction. Greater process efficiency: BIM makes it possible to automate some activities, such as producing documentation and coordinating the different parties involved in construction. Lower costs: BIM can help reduce construction costs by improving efficiency and reducing the risk of errors. Greater sustainability of construction: BIM can help reduce the environmental impact of construction by improving the design and execution of the works.

The introduction of BIM in public works is an important step towards improving the efficiency, quality and sustainability of construction. BIM can help reduce costs and improve citizens' quality of life.

Here are some specific examples of how BIM can be used in public procurement:

BIM can be used to create 3D models of the works to be built, which can be used to simulate the behaviour of structures, identify any problems and optimise construction processes. BIM can be used to create information databases on the works to be built, which can be used to share information between the different parties involved in the projects, improve communication and reduce the risk of errors. BIM can be used to create simulation and analysis tools, which can be used to assess the environmental impact of the works to be built and improve the sustainability of projects.

The introduction of BIM in public works is a gradual process, requiring time and investment. However, the benefits that BIM can bring are significant, and Italy has the opportunity to become a leader in the development and use of this technology.
