Definition

What is BIM consultancy?

BIM consultancy is the service through which a specialist firm supports those who design, build or operate an asset in using the information model: it decides what to model and with which data, writes or reviews the documents that govern it (exchange information requirements and BIM execution plans), coordinates those who produce the models, checks them and organises the handover. In Italy the framework is set by the Public Contracts Code (Legislative Decree 36/2023, art. 43 and Annex I.9), by the guidelines of the Ministry of Infrastructure and Transport and by the UNI 11337 and ISO 19650 standards. B1P Group provides it to designers, contractors and clients, at company and partner premises, in 18 sectors.

BIM
Building Information Modelling: the method that describes an asset with a digital model made of objects and data, shared by everyone involved in the process, from survey to operation.
Exchange information requirements
The document in which the client states what it wants to receive in BIM: model uses, levels of information need, formats, common data environment, checks. It is written by the contracting authority, alone or with a consultant (capitolato informativo in Italy).
Pre-appointment BIM execution plan (oGI)
The bidder's response to the information requirements at tender stage: how it intends to organise people, tools and flows to meet the requirements. It is part of the technical proposal.
BIM execution plan (pGI)
The pre-appointment plan turned into an operating plan after the award: roles, delivery schedule, model structure, naming rules, checking procedures.
CDE
Common data environment (ACDat in Italy): the platform where models and documents are uploaded, reviewed, approved and archived with full traceability.
Model checking
The check that the delivered models meet the information requirements: geometry, information content, clashes (clash detection), design rules (rule-based checking), with a checking report.
Who it is for

Who needs BIM consultancy?

Four stakeholders who look at the same model from different points of view. A consultant is needed when BIM is required by a contract, when in-house expertise is missing or when the workload of a project exceeds the capacity of the practice or the company.

  • Designers

Architecture practices and engineering firms that must deliver a coordinated design in BIM, respond to information requirements or model a discipline they do not have in-house. B1P Group acts as an external BIM department: it models, coordinates, writes the pre-appointment BIM execution plan and checks before handover.

    BIM for designers
  • Contractors

Contractors bidding for tenders with BIM requirements and managing the model on site: buildability, time in 4D, quantities and cost in 5D, progress and interim valuations, and the as-built model to hand over to the client at the end of the works.

    BIM for contractors
  • Clients

Public bodies and owners of networks and property portfolios that must request BIM in tenders the right way, check what they receive and use the model data to operate the asset over time. B1P Group works alongside the RUP (sole project manager): organisational act, information requirements, training for the people who carry out the checks, data for operation.

    BIM for clients
  • Manufacturers

Companies that make components and equipment for networks, building services and infrastructure and must supply asset owners and designers with BIM families that meet their requirements. B1P Group turns factory 3D models (Inventor, SolidWorks, STEP) into parametric Revit families, with the data and level of detail required by the specification.

Method

How do we work?

In four steps, always the same, scaled to the size of the project: from a check of a few days to years of support on an infrastructure project. Each step has a measurable deliverable and a person in charge with the role set out in UNI 11337-7.

  1. 01

    Review and offer

We review the information requirements, the contract and the available documents; we estimate disciplines, levels of information need and time; we write the offer, technical and financial, by the hour or as a lump sum.Deliverable: pre-appointment BIM execution plan or quote

  2. 02

    Plan and mobilisation

We write the BIM execution plan, set up the common data environment, templates and naming rules, appoint the roles and agree the delivery schedule.Deliverable: BIM execution plan, configured CDE, templates

  3. 03

    Production and coordination

We produce or receive the discipline models, federate them, resolve clashes in coordination meetings and check the data at every interim delivery.Deliverable: federated models, coordination reports

  4. 04

    Checking and handover

We check the models against the information requirements, produce the checking report, export to IFC and the required formats, and hand over the as-built model and the data for operation.Deliverable: checking report, IFC, as-built model

Role (UNI 11337-7)What it doesWhen we provide it
BIM managerSets the rules of the information process for the organisation or the project, writes the requirements and the plan, reports to the clientWhen the designer, the contractor or the client has no one in-house
BIM coordinatorCoordinates the discipline models, manages clashes and deliveries on the CDE, checks compliance with the planOn projects with several disciplines or several suppliers
BIM specialistModels their own discipline and produces drawings and data from the model according to the rules of the planFor missing disciplines or workload peaks, as hourly support
CDE managerAdministers the common data environment: users, folders, approval states, archivingWhen the CDE is provided by B1P Group or has to be set up for the client
Standards

Which standards govern BIM consultancy in Italy?

BIM in public procurement is mandatory by law above a value threshold; below it, it remains the client's choice. Technical standards set out how to write the documents and how to check the models. These are the ones we apply and cite in our documents.

  • Legislative Decree 36/2023, art. 43The Public Contracts Code: from 1 January 2025 contracting authorities adopt digital information management methods and tools for new works and for works on existing assets with a tender value above 2 million euros (threshold set by the corrective decree, Legislative Decree 209/2024). Before requiring BIM, the authority must have an organisational act and trained staff.
  • Annex I.9 to the CodeIt sets the contents of the organisational act, the exchange information requirements, the pre-appointment and post-appointment BIM execution plans and the common data environment. It is the structure we follow when we write these documents for a contracting authority or a bidder.
  • MIT guidelines of 23 February 2026The Ministry of Infrastructure and Transport's operational guidance on digital information management for contracting authorities: how to set up the information requirements, which model uses to request, how to check. A second document, on the construction phase, is expected in 2026.
  • UNI 11337The Italian standard on the digital management of construction information processes: part 1 (models, drawings and objects), part 4 (levels of development), part 5 (information flows), part 6 (guidelines for the information requirements), part 7 (roles: BIM manager, coordinator, specialist, CDE manager). B1P Group trains people for these roles. The exam is taken at How Strategy Solution, our partner assessment body (OdV), qualified by IQUA; the certificate is issued by IQUA. Training and exam remain separate paths.
  • ISO 19650The international standard on information management using BIM: part 1 (concepts and principles), part 2 (delivery phase), part 3 (operational phase), part 5 (security-minded information management). It is the reference for private and international projects and for certifiable BIM management systems.
  • ISO 9001 and qualificationsB1P Group's quality management system is ISO 9001 certified. B1P Group is affiliated with and works alongside the leading Italian and international software resellers. Legal support on contracts and information requirements is provided by Studio Legale Piselli & Partners.
Projects

What kind of projects do we work on?

Railways and tramways, stations, tunnels, bridges, roads, airports, hospitals, industrial plants, historic buildings, residential and commercial: 18 sectors, in Italy and abroad. As a company policy we do not publish our projects: the reason is explained on the Sectors page, where you will also find the standards and typical deliverables of each sector.

Where

Where do we work?

We work across Italy and abroad through the common data environment. Meetings and working sessions take place at company and partner premises; site visits are made when needed.

Frequently asked questions

The questions we are asked most often

Who writes the exchange information requirements?

The contracting authority, which is responsible for them and attaches them to the tender documents. It can be assisted by a consultant: B1P Group supports the drafting, following Annex I.9 and UNI 11337-6, and tailors the requirements to the asset, to the model uses that are really needed and to the market's ability to respond.

Is BIM mandatory for my contract?

Yes, for new public works and for works on existing assets with a tender value above 2 million euros, from 1 January 2025 (art. 43 of Legislative Decree 36/2023, threshold set by the corrective decree). Below the threshold it is the contracting authority's choice; in private contracts it depends on what the client requires.

What is the difference between the pre-appointment and the post-appointment BIM execution plan?

The pre-appointment plan (oGI in Italy) is written at tender stage and explains how the bidder intends to meet the information requirements; the post-appointment plan (pGI) is written after the award and turns the offer into operating rules: roles, schedule, model structure, checking procedures. The plan is updated during the project.

Do I need an in-house BIM manager or is an external consultant enough?

For a single project, an external BIM manager named in the plan is enough. Organisations that deliver several projects in BIM benefit from training someone in-house: in that case the consultant sets the rules, trains the people and supports them on the first projects, then steps back.

How much does BIM consultancy cost and how long does it take?

It depends on disciplines, levels of information need and project duration. Information requirements, BIM execution plans and model checks are quoted as a lump sum; support from BIM specialists and coordinators by the hour or by the day. A model check takes days, a plan weeks, project support months. The quote follows a review of the requirements and the available documents, with times and deliverables in writing.

Does the consultancy include training?

No, it is a separate offer that can be combined with consultancy. Training is mainly delivered for third parties, under the brand of training providers, professional bodies, software vendors and companies, on Revit, Civil 3D, information management and artificial intelligence in BIM, including preparation for UNI 11337-7 personnel certification. We also run classes for individuals and companies.
