BIM for clients and contracting authorities

For contracting authorities and asset owners, B1P Group works alongside the RUP (sole project manager): organisational act, exchange information requirements (EIR) and BIM tender requirements under Legislative Decree 36/2023 and the MIT guidelines, training for the RUP and the authority's technical staff. Model checking and the evaluation of bids remain with the authority.

Four points of view, one model.

How we work

How does B1P Group work with a contracting authority or an asset owner?

We are the BIM support the contracting authority does not have in-house, and we work alongside the RUP. Before the tender we assist the RUP in drafting the exchange information requirements (EIR, the capitolato informativo of Italian tenders), with model uses limited to those useful to the client and clear requirements for designers and contractors. During the contract we remain the RUP's point of reference on questions of method: what Annex I.9 requires, how to read information management documents, what to demand at each stage.

Model checking and the review of deliverables remain with the authority, as does the evaluation of pre-appointment BIM execution plans, which is the task of the evaluation committee. We put the authority in a position to do them well: for authorities adopting BIM in a structured way we prepare the documents required by Annex I.9 to Legislative Decree 36/2023 (organisational act, staff training plan, plan for acquiring tools and software) and we train the RUP and the in-house working group.

Frequently asked questions

Questions from a contracting authority or an asset owner

Is BIM mandatory for our contract?

From 1 January 2025 it is mandatory for new construction and for works on existing assets with a tender value above 2 million euros (art. 43 of Legislative Decree 36/2023); below the threshold it is the contracting authority's choice, to be written into the information requirements.

Who writes the exchange information requirements?

The contracting authority, which is accountable for them; the RUP can be assisted. We support the RUP in drafting them, following the structure of Annex I.9 and UNI 11337-6, with model uses limited to those that are actually useful.

Do you check the models or evaluate the bids?

No. Pre-appointment BIM execution plans are evaluated by the evaluation committee, and the deliverables of designers and contractors are checked by the authority. We assist the RUP, prepare the authority's documents and train the people who will carry out the checks.

Do we need an in-house BIM team?

For a single contract, a trained and assisted RUP may be enough. Authorities that procure several contracts in BIM benefit from an in-house team, which we train and support with the organisational act and procedures.
