BIM tender support

Review of the information requirements, pre-appointment BIM execution plan, plan after the award: support for those bidding in tenders with BIM requirements, with legal support on contracts.
At a glance

B1P Group supports design practices and contractors in tenders with BIM requirements: it reviews the exchange information requirements (EIR, the capitolato informativo of Italian tenders) and the tender rules, writes the pre-appointment BIM execution plan that answers every requirement, estimates the cost of BIM in the bid and, after the award, drafts the BIM execution plan. On contracts and clauses we work with the law firm Studio Legale Piselli & Partners.

Definition

What is the pre-appointment BIM execution plan?

The pre-appointment BIM execution plan (oGI in Italy) is the document in which a bidder responds to the exchange information requirements at tender stage: it sets out how the bidder will organise people, tools, models, the common data environment and checks to meet the client's requirements. It is part of the technical proposal, often with its own score, and after the award it is binding on the successful bidder.

The plan follows the structure of the requirements, point by point, without promises that would be too costly to keep: evaluation panels reward consistency, not lists of software.

When does a tender require BIM?

In public works with a tender value above 2 million euros, from 1 January 2025, as required by art. 43 of the Code; below the threshold, when the contracting authority chooses to, which is increasingly common in design services. In private contracts, when the client includes it in the requirements.

The BIM requirement is set out in the exchange information requirements attached to the tender; if the tender mentions them without attaching them, a clarification request is the first step, because without the EIR no serious bid can be made.

How do you read the exchange information requirements?

By looking for four things: the model uses required (coordination, quantities, 4D, checking, operation), the levels of information need for each stage, the deliverables with formats and deadlines, and the rules for the common data environment and for checks. People, hours and tools depend on these, and so does the cost of BIM in the bid.

The review sheet we deliver lists requirements, ambiguities to be clarified and contractual risks; contractual risks (penalties, ownership of the models, liability for data) are handled by our partner law firm.

What happens after the award?

The offer becomes a plan: the post-appointment BEP takes the pre-appointment BEP and turns it into operating rules, named roles, model structure, schedule, checking procedures and CDE set-up. It must be approved by the contracting authority before production starts. We write it on the structure of the EIR, so the authority can check it quickly.

If the successful bidder has no in-house BIM team, B1P Group provides the roles (BIM manager and coordinator) and the modelling for the whole project, under the partner's name where applicable.

Frequently asked questions

Frequently asked questions about BIM tenders

Does the pre-appointment BIM execution plan address every requirement in the EIR?

It has to: the evaluation panel compares the plan with the EIR point by point, and a requirement left unanswered means lost points or exclusion. That is why we write the pre-appointment BEP on the structure of the EIR, with a table of contents that follows its headings.

How much does BIM cost in a bid?

It depends on model uses, disciplines, levels and duration: the review sheet is there to estimate it before you decide whether to bid. A bid that underestimates BIM is paid for on site.

Can you write the pre-appointment BEP within a few days?

Yes, if we receive the information requirements, tender rules and documents a few days ahead of the deadline; the time needed depends on how complex the requirements are. For recurring tenders we prepare a reusable base with the client.

Do you also handle private tenders?

Yes. In private contracts the information requirements are often less structured; we review them and, where they are missing, propose to the client the minimum requirements to write into the contract, together with our partner law firm.
