On 17 July, at 12:00, the press conference presenting the launch of the tender for the design of the new Grande Ospedale Metropolitano of Reggio Calabria was held in the Sala Spinelli of the “Riuniti” hospital. The administrative process for its construction, which will take place in the area next to the Morelli hospital, began in September 2015, when the “Bianchi-Melacrino-Morelli” hospital trust took part in a national call for investment in public works issued by INAIL (the Italian National Institute for Insurance against Accidents at Work), and the project was included among the initiatives of high social value in the Institute's three-year investment plans. In terms of the funding amount, the proposed project is among the most important in the country. Let us go back a little:
In October 2016, real estate belonging to the Agenzia del Demanio (State Property Agency) was transferred free of charge to the Municipality's assets, to be used for healthcare and hospital purposes, under a 99-year concession contract.
In February 2018, for the “new Reggio Calabria BIM hospital”, the Presidency department of the Calabria Region and the GOM signed the agreement for carrying out the investigation, verification and design activities for the project, and on this basis published the design tender, by open procedure, for the design of the works in the Official Journal of the Italian Republic and in the Official Journal of the European Union.
The construction of the new hospital is part of the redevelopment of an important area of the Viale Europa urban district, which will at the same time be integrated with the other projects planned by the City Council in the south of the city. This was stressed by the Mayor, Giuseppe Falcomatà, who spoke at the conference: “The new hospital in the southern area will be a strategic asset for our city; it would be reductive to consider it only from a healthcare point of view. It is in fact a piece of infrastructure capable of regenerating the entire neighbourhood in which it stands”.

The President of the Regional Council, Nicola Irto, highlighted that this is “a concrete act and an essential step towards giving our community an efficient and modern healthcare facility”. He added: “The new hospital will become a point of reference for the whole of southern Italy, strengthening confidence in healthcare in our area, which can count on high-quality professionals and on some departments of excellence.” Concluding his speech, he said: “with a view to building the new hospital, the whole area affected by the works will need to be rethought and redeveloped from an urban planning point of view, also to ensure efficient and fast road access and a quick connection to the Reggio Calabria motorway link road.”
Dr Frank Benedetto, general manager of the GOM, explained: “the new hospital will have the features of a modern facility suited to our area […] an eco-sustainable hospital.”
The new metropolitan hospital will cover an area of 68,640 square metres and will have the following features: 600 beds; 12 operating theatres; a centralised laboratory; a services hub; radiology; an onco-haematology and radiotherapy hub; a surgical hub; cardiology and cardiac surgery; maternal and child health; orthopaedics and traumatology; nephrology and CNR; a medical hub; emergency and urgent care; administrative offices.
It is an architectural, MEP and structural plan carried out in BIM for the Reggio Calabria BIM hospital.
The use of competence assessment tools to recognise the professionalism of the BIM coordinator, BIM specialist and BIM manager roles, as provided for in the tender, with recognition of certification of managerial competence in BIM, says Lorenzo Orsenigo, General Manager of ICMQ, “helps to achieve a step change in the quality of the design and construction of public works through the certification of qualified personnel[…] it promotes transparency and enables contracting authorities to assess as well as possible compliance with the quality criteria of a tender. In addition, awarding bonus points encourages design firms to pursue in-house training and professional development, knowing that their investment will be recognised”.
